The STATES (not the feds) should provide broad outlines of compliance and the details should be fleshed out by the industry. They are the ones with "skin in the game".

Fracking of oil wells is not anything new. Back in the 50's and 60's when my family farm had oil wells on it, I remember when they did fracking all the time.
